[English below] 先日の活動報告では、個別の日本関連プロジェクトについて紹介しましたが、本日は「欧州文化首都」そのものについてご紹介します！

1985年に開始され、30年以上にわたり続く「欧州文化首都（European Capitals of Culture）」は欧州連合（EU）における最もよく知られた文化事業の１つです。

　欧州文化首都の制度は1985年にギリシャの文化大臣メリナ･メルクーリ（当時）による「真のヨーロッパ統合には､お互いのアイデンティティーとも言うべき、文化の相互理解が不可欠である。｣という主張がきっかけとなり、「ヨーロッパの各都市や地域が持つ特色ある文化を人々が共に祝福する」という目的を以て開始されました。同年のアテネ（ギリシャ）における開催を皮切りに、欧州文化首都は、現在では日本をはじめ世界100か国以上のアーティストが参加するグローバルな取り組みに発展しました。開催都市では1年を通して多様な文化芸術プログラムが展開されています。

まず、各開催国内で立候補都市の募集が行われ、数年の期間をかけて選考が重ねられます。各都市が作成する立候補趣意書（Bid Book）に基づいて誘致期間に実施される活動・プログラム等が審査の対象となり、選考委員会による視察も行われます。選考期間からタイトル・イヤー、そしてタイトル・イヤーの先を見据えて、都市がどのような文化プログラムを発展させ、継続させていくのかが問われます。「欧州文化首都」というタイトルは同じでも、各都市はそれぞれの都市の文化や歴史を反映する独立した個性、そしてヨーロッパとしての文化的特徴についても示さなければなりません。各都市は開催権獲得に向けて、地域の住民、文化・経済・地域社会関係者とのディスカッションやプログラムを展開しながら招致活動を行っていくのです。最終選考はタイトル・イヤーの5年前。欧州委員会の専門家らを含めた選考委員会によって開催都市が発表されます。

こちらは現在公開中の「007 ノータイム・トゥ・ダイ」の舞台にもなった2019年イタリアの欧州文化首都マテーラがタイトルを獲得した時の様子。

開催都市として選出された都市は、タイトル・イヤーに向けてBid Bookに記したプログラムを中心に準備を進めていきます。開催都市独自のプロジェクトもあれば、同じ課題を共有する過去・現在・未来の都市が協働して実施するプロジェクトもあります。

先日ご紹介したノヴィ・サドの『蝶々夫人』はタイトル・イヤーに先駆けて行われたプロジェクトの1つ。

2021年にタイトルイヤーを迎える予定だった3都市はコロナ禍の影響により、特例として2021年～2023年にわたり開催されています！

次回は、3都市それぞれについてご紹介していきます。

We have posted an example of the Japan-related projects but here, we would like to introduce the European Capital of Culture itself.

The “European Capitals of Culture (ECoC)” which has been continuing for over 30 years since 1985, is one of the best-known cultural projects in the European Union (EU).

Triggered by an opinion “To realize the true integration of Europe, mutual understandings on our culture, i.e. our identities are necessary” by Ms. Melina Mercouri, the then Greek Culture Minister, the system of ECoC started in 1985 with an objective “Celebrating unique culture in European cities and regions together”. To begin with the program in Athens (Greece) in that year, ECoC has become a global project gathering artists from over 100 countries in the world including Japan. In the city hosting ECoC, a variety of programs are delivered over the title year.

First of all, each host city is invited to submit its candidacy, and the selection process takes place over a period of several years. Based on the Bid Book prepared by each city, the activities and programs to be implemented during the period of invitation are subject to review, and the ECoC panel also visits the cities. Each city has to present what kind of cultural programs the city will develop and continue from the selection period to the title year and beyond. Even though the title of “European Capital of Culture” is the same, each city shows its own independent personality that reflects its own culture and history, as well as the cultural characteristics with a European dimension. In order to win the right to host the ECoC, each city will conduct discussions and programs with local residents, cultural, economic, and community stakeholders. The final selection is made five years prior to the title year and the ECoC panel announces the selected city.

This is the moment of the announcement in Matera, Italy, where the new film "007" has been shooted. 

Once selected, the host city will proceed with preparations for the title year, based on the programs outlined in the Bid Book. Some projects will be unique to the host city, while others will be carried out in collaboration with cities of the past, present and future ECoCs that share the same challenges.

The project "Madame Butterfly" is one of the projects that has taken place prior to the tile year, as three cities of ECoCs for the year 2021 extend their activity between 2021-2023 due to the covid-19.
