プロジェクト実行者について About the project team 私たちはSeabird Shiroko（シーバード白子）として、全国展開するシーバードジャパンの三重県初の拠点として活動する、全メンバーがボランティアで活動している水上パトロール＆レスキューチームです。海の安全を守るため、水上での安全講習なども行っております。また中核メンバーは全員、専門的な救助資格を有しており、主に以下の団体で訓練を受けています。 ◆ WRMA（日本水難救助管理協会） ◆ JWP（日本ウォーターパトロール） ◆ BWRAG（ハワイ拠点のビッグウェーブリスク評価グループ） ◆ 海上保安庁 We are Seabird Shiroko, a water patrol and rescue team based in Mie Prefecture and the first local base of Seabird Japan, which operates nationwide. All of our members serve on a volunteer basis. Our core members hold professional rescue qualifications and have received specialized training primarily through the following organizations.

このプロジェクトで実現したいこと What we aim to achieve with this project 私たちのプロジェクトの目的は、伊勢湾・伊勢志摩地域における水上救助活動を安全に継続的に行うための資金を確保することです。特に、南海トラフ地震がこの地域を襲う可能性を、極めて現実的かつ差し迫った脅威として受け止めており、万一に備えた整備及び迅速に対応できる救助体制を整備し、地域住民の命を守ることを目指しています。 Our goal is to raise the funds needed to continue our water rescue activities safely and sustainably in the Ise Bay and Ise-Shima region. We believe that the possibility of a Nankai Trough earthquake is a very real and pressing concern for this area. By preparing in advance through proper equipment and a rescue system that can respond quickly in an emergency, we hope to protect the lives of people in our local communities. ■ プロジェクト立ち上げの背景 Background of the project 水難事故が発生した際、私たちのモットーは「出動する」ことです！ When a water-related accident occurs, our motto is simple: “We respond.”地域の皆さまの安全を守り、迅速かつ確実に救助活動を行うためには、最高水準の救助・安全装備が必要不可欠であり、これらジェットスキー水上救助チームの運営には、多額の費用がかかっています。また、全メンバーがボランティアであるため、定期的な収入源がなく、装備費、保険料、燃料費、メンテナンス費など、すべての運営費用がメンバーの負担となっているのが現状です。 今後も安全かつ安定的に活動を続けていくために、運営費や十分な安全対策に必要な資金を確保することを目的として、今回このプロジェクトの実施を決定しました。 To protect the safety of our local communities and carry out rescue operations quickly and reliably, the highest standards of rescue and safety equipment are essential. Operating a jet ski–based water rescue team requires significant financial resources. As all of our members serve on a volunteer basis, we do not have a regular source of income. At present, all operating costs—including equipment expenses, insurance fees, fuel costs, and maintenance—are covered personally by our members. In order to continue our activities safely and sustainably, we have decided to launch this project with the goal of securing the funds necessary for ongoing operations and adequate safety measures. ■ これまでの活動と準備状況 Our activities and preparations so far 私たちはこれまでに、地域の安全を守るため、定期的な訓練を通じて救助技術を向上させ、救助活動及び地元の学校やコミュニティを対象にした防災教育活動も行ってきました。現在、南海トラフ地震に備えた救助対応体制の整備を進めており、更なる資金が必要な状況です。 So far, we have worked to protect the safety of our local communities by continuously improving our rescue skills through regular training. We have also carried out rescue operations and disaster prevention education activities for local schools and community groups. At present, we are working to strengthen our rescue response system in preparation for a potential Nankai Trough earthquake, and additional funding is needed to move forward.

また、三重県は人気のウォータースポーツエリアですが、専門訓練を受けたパトロールや水難救助チームが整っていません。消防や警察の水難救助能力には限りがあり、一方で海上保安庁は大型艇やヘリコプターを用いて高い救助能力を有しています。私たちは、海上保安庁とも連携しながら「迅速な対応と救助」を実現する必要があると考えています。 【将来ビジョン】 ① 地域内の初動対応者や緊急サービス機関とより緊密に連携し、津波や洪水に対する 水難救助・災害対応手順の改善を目指します。 ② 若者に対し、特に洪水や津波災害に関連する水難安全と応急手当を指導します。 ③ 長期的な目標として、三重県内の「水難救助ステーション」の設置数増加も目指します。Mie Prefecture is a popular area for water sports; however, it currently lacks a well-established patrol and water rescue team with specialized training. While local fire departments and police have limited capacity for water rescue, the Japan Coast Guard possesses highly advanced rescue capabilities using large vessels and helicopters.
