프로젝트를 시작하며

여러분은 교토 부 우지 시에 있는 우토로를 아십니까.

조선반도가 일본의 식민지였던 시대, 우토로에는 군사비행장 건설이 계획되어 많은 조선인이 건설노동자로 일했고, 전쟁이 끝난 후에는 아무런 보상도 없이 상하수도조차 정비되지 않은 열악한 환경 속에 줄곧 살아왔습니다. 그 후 우토로의 토지가 재개발회사에 전매되면서 일방적으로 퇴거할 수밖에 없게 된 주민들은 엄혹한 차별과 곤란 속에서도 직접 나서서 우토로를 지키기 위해 투쟁해 왔습니다.

우토로 주민들의 생활과 권리보장을 요구하는 목소리에 일본 시민, 재일코리안, 한국 시민들이 지원활동을 펼쳤고, 많은 분들이 지원금을 보내주셔서 토지를 매입할 수 있게 되었습니다. 그 토지에 주거환경 정비를 위해 집합주택이 건설되면서 <불법 점거>라는 비난을 받으며 일상을 위협받아 온 주민들이 안심하고 살 수 있는 환경이 갖춰져 가고 있습니다.

역사를 뛰어넘어 재일코리안과 한·일 시민들이 힘을 합쳐 우토로 주민들의 삶을 지켜낸 것은 향후 일본과 한반도 사람들의 미래를 보여준 일이라고 생각합니다. 이러한 역사와 지원의 마음들을 전달하고, 세대와 지역을 초월해 사람들이 만나고, 배우고, 교류할 수 있는 장소로서 <우토로 평화기념관>이 마련되었습니다.

프로젝트의 내용

우토로 평화기념관은 한·일 시민들의 지원, 한국정부의 지원으로 2019년부터 기념관 건립이 시작되었습니다. 우토로 평화기념관에는 우토로의 역사와 주민들의 생활을 알 수 있는 사진과 물품, 우토로의 토지문제가 해결되기까지의 노력이 담긴 기록 등 다양한 전시물이 전시될 예정입니다. 그러나 코로나 사태로 개관 준비가 난항을 겪고 있고 또한 건설자재와 인건비 급등으로 당초 예상했던 전시관 내장공사 비용이 많이 부족한 상황입니다.

전시관 내부가 미완성인 채로 개관하는 것은 지금까지 지원해주신 많은 분들의 기대를 저버리는 것이라 생각해 후세에 오래도록 전해질 <우토로 평화기념관> 완공을 위해 부족한 내장공사 비용을 클라우드 펀딩을 통해 마련하고자 하오니 많은 지원을 부탁드립니다.

프로젝트의 비전

우토로 평화기념관은 단순히 전시자료가 있는 장소가 아닌, 우토로 주민들의 커뮤니티 공간으로서, 또한 앞으로 미래를 열어 나갈 학생들, 청년들이 국경을 초월해 만나고, 배우고, 교류하는 장소로서 향후에도 활용될 것입니다. 우토로 평화기념관 내 전시물을 충실히 준비하는 일은 우토로의 역사를 더 깊이 알고 배울 수 있는 환경을 마련하는 일이 될 것입니다.

Please Support the Utoro Peace Memorial Museum!

Help Us Preserve Utoro History for Peace

April 30, 2022.  The Utoro Peace Memorial Museum will open in Uji City, Kyoto.  The exterior of the museum is almost finished because of the financial assistance from supporters.  The interior of the museum and display panels will be completed by the end of next month.  We want to produce excellent exhibits for museum visitors to share the experiences of Utoro residents so please donate to continue our important work.

OUR PROJECT

Have you heard about UTORO?  It’s a small Korean community in Uji City, Kyoto, Japan. During the period of Japanese colonial rule over the Korean peninsula, a military airport was to be built in the Utoro area.  Many Korean workers were mobilized for construction work, however, they were abandoned after the war without any compensation.  Utoro residents sustained their community, raising their families and maintaining their distinct culture, despite having no water or sewage until recently.  In the late 1980s, Utoro land was re-sold to a land developer without the residents’ consent; Utoro residents were evicted and were sued.   Facing severe discrimination and difficult circumstances, the residents stood up for themselves in the name of justice.

Japanese citizens, Zainichi Koreans (ethnic Koreans in Japan), and citizens in South Korea also stood in solidarity with Utoro residents in their fight for human rights and better and safer living conditions.  These supporters also let the world know about the Utoro struggle and collected donations for the residents to purchase their land.  Many Utoro families have now moved into newly built housing complexes on their own land in a better and safer living environment unlike in the past when they were called “illegal occupants.”

Zainichi Koreans and Japanese/S. Korean citizens protected Utoro residents by overcoming their country’s relationship.  This is truly our future model for Japan and people of the Korean peninsula.  Our collaborative work will be displayed and preserved in the Utoro Peace Memorial Museum.  It will be a hub for people to come, meet, learn, and interact regardless of age and where they are from.

WE NEED YOUR SUPPORT

Utoro received massive support from citizens of Japan and South Korea, as well as the South Korean Federal Government.  The construction of the Utoro Peace Memorial Museum began in 2019.  In the Museum, we plan to exhibit photos and materials of the Utoro residents’ lives and histories.  Using various with records and artifacts we want visitors to learn about the land dispute and how the Utoro residents battled for their land.  However, with the COVID-19 pandemic, we were not able to prepare and carry out fundraising events as we planned, and the price of construction materials increased so we now face a shortage of funds for the interior of the museum as well as for the exhibit.

We do not want to compromise our exhibit nor do we want to open the museum unfinished.  We do not want to disappoint our supporters and the residents.  We need your financial support for the museum interior and the exhibit.

OUR VISION

The Utoro Peace Memorial Museum is not only a place to hold display materials and artifacts.  It will also serve as a community gathering place for the Utoro residents and people from anywhere for just a cup of coffee!   Providing a better exhibit means providing opportunities for the visitors to discover a new and deeper understanding of Utoro.

UTORO PUBLIC FOUNDATION

Beginning in 2007, private fundraising was initiated to purchase the Utoro land.

In 2010, with the donation, the land was purchased and the Utoro Public Foundation was established for the land property management.
