はじめまして！アースデイ東京 実行委員の石川です。私は12年前にカイロプラクティックでの事故で、頚椎損傷となった車椅子ユーザーです。

アースデイ東京を、私のような障害者でも楽しめるように、そして障害者だけではなく、すべての人が楽しめるような野外イベントとするために、昨年からアースデイ東京実行委員となり、障害者の視点でイベント作りから関わっています。

Hello, I’m Ishikawa, a member of Earth Day Tokyo executive committee and in a wheelchair. Chiropractic neck manipulation I had 12 years ago caused the cervical spine injury.

I decided to join the executive committee of Earth Day Tokyo and have been a member for two years now to make Earth Day Tokyo be an outdoor event that everyone including with disabilities like me can enjoy.

2018年は、念願の障害者トイレや障害者サポートセンターを設置できました。今年はより多種多様な人たちが楽しめるよう、また、合理的配慮（※）を実行できるよう、共感していただける皆さんと一緒にアースデイ東京をつくり上げていきたいと思っています！！

※合理的配慮とは…「その人 一人一人の状況や要望に合わせた配慮」のこと

In 2018, we could successfully set the accessible toilet wished for a long time and the support center for the disabilities. We’d like to make it more to accommodate for the diverse people this year.

誰も置き去りにしないために必要な「情報保証」

Right to access to the information not to leave anyone behind

アースデイ東京は、SDGs（持続可能な世界をつくるための人類の目標）の理念のもと、障害者・高齢者・子ども・子ども連れの親御さん・ペット連れの人・LGBT・外国人、どんな立場の人でも楽しめる野外イベントを目指しています。

We, Earth Day Tokyo, aim to organize the outdoor event for all like with disabilities, elderly people, children, parents, with pets, LGBT, foreigners, and more based on the concept of SDGs (Sustainable Development Goals) .

※SDGsとは…2015年9月の国連サミットで採択された「持続可能な開発のための2030アジェンダ」にて記載された2016年から2030年までの国際目標（外務省HPより）

アースデイ東京では毎年ブース出店の他に、音楽ライブやトークライブを開催しています。耳が聞こえない人でも、目が見えない人でも、歩けない人でも、他の人たちと同様に楽しむ権利があります！ そのためには「情報保障（※）」が必要なのです。

※情報保障とは…「情報保障」とは、障害のある方にも、無い方と同じように平等に、情報が伝わるようにすることです。 例えば、耳の聞こえない方への手話通訳だったり、文字通訳だったり、字幕だったり、 目の見えない方への 音声ガイドだったりします。

Not only the booths at EarthDay Tokyo, we also organize the music live performances and live talks. People with disabilities on hearing, vision, or walk have the rights to enjoy these as well as others, and the right to access to the information*.

*Right to access to the information: Information has to be provided equally to people with disabilities by, for example, sign language, voice guidance, captions, etc.

今回は、聴覚障害者・外国人に対しては「UDトーク（※）」というアプリで、英語と日本語の文字通訳を行います。

※UDトークとは…UDトークとは、話した言葉がリアルタイムで文字に変換できるアプリです、「言葉を聞く ではなく 見る ことができます。多言語の翻訳（40ヶ国語）および音声認識や音声合成を実装することで、障害者バリアフリーだけではなく言語バリアフリーに、漢字かな変換機能を使うとことで世代間バリアフリーに、多目的に使えるコミュニケーションアプリです。アースデイ東京では、日本語と英語の文字通訳を行います。

We will adopt UD Talk this year, which is a communication application for those with hearing impairments, and different languages.

昨年実施した、情報保障の機材、手話ボランティア、会話見える化アプリ「UDトーク」修正係、ヘルパーさん、バリアフリーインフラ整備、視覚障害者ガイド費用、障害者高齢者優先の休憩スペース、サポートセンターや子どもや外国人や知的障害者にもわかりやすいサイン表示看板の設置などに取り組みました。

さらに今年は昨年手が届かなかったところにもチャレンジします！

「平等なイベント運営」に必要なもの

What we need to accomplish the equalities on the event

・トークライブの全てに、英語と日本語の文字通訳をつけたい！（文字通訳を投影する機器費用8万円。UDトーク修正者10人への謝金8万円）

・手話のできる有償ボランティアを集めたい！（通訳者6人への謝金6万円）

・視覚障害者のために 案内ガイドをつけたい！（有資格ガイドヘルパーさん2人への謝金2万円）

・ ヘルパー資格のある有償ボランティアを集めたい！（有資格ヘルパーさん6人への謝金6万円）

・知的障害者や子どもや高齢者にもわかりやすい 案内看板をたくさん作りたい！（看板作成費10万円）

・身体の弱い方々への テーブル・椅子のある優先休憩スペースと、障害者・高齢者サポートセンターを開設したい！（オムツ替え・着替えスペース、休憩ベッド完備。障害者団体と  障害者支援NPOには無償で運営を依頼。備品購入費3万円、テント使用料3万円）

・どの人がボランティアなのか 一目でわかるビブスを作りたい！簡単な手話のできる人が 一目でわかるようなビブスを作りたい！（ビブス作成費3万円）

・ステージに難聴の人にも聞こえるような設計のスピーカーを立てたい！（スピーカーレンタル費5万円）

・電動車椅子・呼吸器ユーザーのための電源を確保したい！（電源費2万円）

・出店者、ボランティアさんへ「障害平等研修（DET）」と、「UDトーク使い方説明会」を実施したい！（計5回のDETとUDトーク説明会実施を予定。会場費などの経費 5万円）

これらの障害者への合理的配慮をするためには、合計60万円が必要です！

-       Implement the UD Talk application for all performance lives (Devices to install the application: 80,000 JPY, Reward for modifiers on UD Talk: 80,000 JPY)

-       Assemble the paid volunteers with sign language (Reward for the paid volunteers: 60,000 JPY)

-       Provide the guide for those with impaired vision (Reward for the guides: 20,000 JPY)

-       Assemble the paid volunteers who are certified as caretaker (Reward for the paid volunteers: 60,000 JPY)

-       Create the visual sign board for those with intellectual disabilities, kids, elderly people (Cost to create: 100,000 JPY)

-       Set up the priority spaces including tables/chairs for those with physical disabilities, and the support center for those with disabilities, elderly people (Diaper/clothes changing area, bed for rest. Equipment: 30,000 JPY, Tent/Space: 30,000 JPY) 

-       Create the bibs which clearly tells what types of volunteer to help and another bibs to show the availability on simple sign language (Cost to create: 30,000 JPY)

-       Set up the special speakers on stage for those with hearing impairments (Speaker rental fee: 50,000 JPY)

-       Ensure the electric power source for those uses the electric wheelchairs, and requires the breathing equipment (Electric power source: 20,000 JPY)

-       Hold [Disability Equality Training (DET)] and [Orientation for UD Talk] to the booth owners and volunteers (DET/UD Talk Session x 5 each including meeting room rental: 50,000 JPY)

To achieve the support for all, it requires 600,000 JPY in total.

SDGs「目標3」「目標8」「目標10」へ貢献

誰もが平等に楽しむことができるイベントを開催することは、目標3「すべての人に健康と福祉を」目標10「人や国の不平等をなくそう」へと取り組むことになり、さらにはサポートする人の雇用を創出することで、SDGsの目標8「働きがいも経済成長も」にも貢献します。

Promoting SDGs: Goal 3, 8, 10

Goal 3 [Good Health and Well-Being], Goal 10 [Reduced Inequalities] will be achieved by organizing the event for all types of people, and Goal 8 [Decent Work and Economic Growth] will be also by creating jobs like supporting.

Starting from Earth Day to build up the society that people with disabilities can also enjoy

UN had reported that around 15% of the world’s population (seven out of one) live with disabilities. The society with disabilities shouldn’t be special and addressing for those shouldn’t be also special.

※DET障害平等研修とは……？
DETは英国で障害者差別禁止法（1995年施行）を推進するための研修として発展してきました。女性差別（ジェンダー）や人種差別に関する人権教育と目的を同じにする研修です。
DETの目的は、単に障害についての知識の獲得ではありません。DETは、障害者差別や排除の状況を分析し、参加者自身がそれを変えていく行動の主体となることを目的とする行動指向型の研修です。
行政や企業や団体の職員研修、大学の授業、自治体の研修などに採用されています。

What is DET?

DET is a disability education concept which aims to promote the understanding of the Disability Discrimination Act (1995) in UK.
