【English below】本日は、2021年から2023年にかかえてプロジェクトを展開するノヴィ・サド（セルビア）、エレフシナ（ギリシャ）、ティミショアラ（ルーマニア）のテーマや都市そのものについて紹介します！

ノヴィ・サドは、欧州連合圏外*で栄誉ある欧州文化首都のタイトルを獲得した都市のひとつであるとともに、2019年に実施された欧州連合の独立専門家による審査で、準備段階において最も高水準を誇る欧州文化首都のひとつとして評価されました。

「4 New Bridges」プログラムのナラティブの趣旨は、新たなプロセス、新たなプログラム、新たな人々、新たな場所といった、都市の文化的生活の向上を図る、確固としたレガシーをノヴィ・サドに残すことにありました。これを受け、本プロジェクトのヴィジョンとして「The beginning of new. Now!」が掲げられました。本市が育む価値観にちなんで名づけられた、「自由の橋／虹の橋／希望の橋／愛の橋」から成る４つのプログラムの橋が打ち出されたのです。

欧州文化首都において最も重要なインフラ事業のひとつとなったのが、市内における文化のための新スペース、カルチャーステーションのネットワーク構築です。現在、Svilara, Egység, Barka, Mlin, ルチャーステーションがあり、これらが文化の脱中央集権化と市民参加を促進しています。現代的創造の中心地となるCreative Districtは、現在建設が進んでいます。

また、オンラインによるふたつのレガシープラットフォームも立ち上げられました。ひとつはカルチャーステーションのネットワーク専用サイト 、そしてもうひとつがノヴィ・サドの歴史と人々をテーマとしたサイトです。

世界規模の疫学的危機に際し、欧州文化首都では、オンラインでのプログラムを引き続き実施して参ります。この好ましからざる状況を鑑み、今後の欧州文化首都に関して、開催年の予定を変更する動きがあったことを受け、ノヴィ・サドでは、2021年～ 2022年に欧州文化首都の称号を冠した開催年を迎える運びとなりました。

*2014年の決定により、3年に1度EUへの加盟を目指す国、欧州自由貿易連合や欧州経済領域の加盟国から欧州文化首都への立候補を行うことができるようになりました。ノヴィ・サドは、2014年の決定以降最初のEU非加盟国の開催都市となります。

アテネの西21km、エレフシナはエレウシスの秘儀と古代ギリシャ詩人アイスキュロスの生誕の地として、古代の最も神聖な都市の1つから、ギリシャにおける生産的なエンジン都市となりました。サロニコス湾の最北端の西端にあるスリアシアン平野に位置し、19世紀後半から、環境に中小規模の影響を与える重工業生産活動が集中する場所となった自然の港湾を有します。にもかかわらず、いまなお考古学における重要な目的地でもあります。

エレフシナ2021-2023のプログラムの中心は、文化と研究の貢献により物質的および精神的な都市経済の発展を目指すというものです。それは、エレフシナとヨーロッパがともに直面する共通の課題を反映する、明確で相互に関連しあう3つの中心的なテーマに焦点を当てています：人/社会、環境、そして労働。私たちはこのプログラムを「ソーシャル・スカルプチャー（社会を彫像する行動）」の行為として、広義の芸術概念の文脈の中での文化的な介入として、もしくは、都市の公共空間における隠されたドラマツルギー（劇作法）、劇場自体を描き出す演出として捉えています。

ティミショアラはその存在を通して、大陸を横断する変容に火をつけた小さな火花のような都市でした。この地域の精神運動の街、そしてオーストリア＝ハンガリー帝国と南東ヨーロッパの間にかかる橋となる街でもありました。1989年のチャウシェスク政権に対するルーマニア革命の火花は、ティミショアラの路上で発火しました。

その住民たちの市民としての力は、「ティミショアラの精神」という言葉で称えられました。相互承認と尊重は、異なる文化が混在し、多彩な受容を要し、起業家精神を持つこの都市の中核を成します。ここでは30以上の異なる文化が何世紀にもわたって隣り合って存在しています。今日、ティミショアラは、5つの大学で4万人以上の学生が学び、活気に満ちたクリエイティブセクターを有し、そして数多くの定評のある文化施設が並ぶ都市です。

特に、情報技術・コミュニケーションおよび自動車産業によって経済発展の恩恵を受けています。 しかし、ティミショアラは、中規模で経済的に安定した中央ヨーロッパの他の都市と同じ苦痛を経験しています；それは、自己満足、新しいものの拒絶、そして傍観者でいることです。「Shine your light ! Light up your city!」という比喩的なコンセプトの下でティミショアラ2023が目指すのは 、新しいコミュニティの感覚を生み出すために必要な勇気を作り出すことです。

ティミショアラの精神は、今度は文化を通して再び発火します。

Novi Sad is one of the first cities outside the European Union to win the prestigious title of the European Capital of Culture, as well as among the best European Capitals of Culture in the preparation phase according to the evaluation by the European Union independent experts in 2019. The idea of the ‘4 New Bridges’ programme narrative is to leave firm legacies to Novi Sad that improve the cultural life of the city: new processes, new programmes, new people and new places. Therefore, the vision of the project is: ‘The beginning of new. Now!’

Four programme bridges, named after the values that the city nurtures: Freedom, Rainbow, Hope and Love, have been defined. 

One of the most important infrastructure projects of the European Capital of Culture is the network of cultural stations – new spaces for culture in the city. There are eight cultural stations at the moment (Svilara, Egység, Barka, Mlin, Bukovac, Rumenka, OPENS, Caravan), which promote the decentralisation of culture and participation of citizens. The Creative District, the centre of contemporary creativity, is currently under construction.

Two legacy online platforms have been launched –one intended for the network of cultural stations, and the other for current events, history and people of Novi Sad.

At the time of the global epidemiological crisis, the European Capital of Culture continued to implement programmes online. Due to the unfavourable situation, there was an initiative of the future European Capitals of Culture to reschedule the title year, thus Novi Sad will mark the year of the title in 2022, instead of 2021.

21 km to the west of Athens, Eleusis (Elevsina) has gone from being one of the most sacred cities of antiquity – home to the Eleusinian Mysteries and birthplace of Aeschylus– to being Greece’s productive engine. It is located in the Thriasian Plain, at the west northernmost end of the Saronic Gulf, in a natural harbor that starting from the late 19th century became a home for the concentration of heavy industrial activity of small or medium impact on the environment; It remains nevertheless an important archaeological destination.

At the heart of the 2023 Eleusis programme is the goal of developing the city’s material and spiritual economy with the contribution of culture and research. It focuses on three central themes, both distinct and interrelated, that reflect the common challenges Eleusis and Europe face: People/Society, Environment and Work. We perceive the programme as an Act of “Social Sculpture”, as a Cultural intervention in the context of an expanded concept of the Arts, or as a performance of a hidden dramaturgy of the city in the Public Space, that depicts the theater of itself.

Throughout its existence, Timisoara has been a city of small sparks that ignited transcontinental transformations. It has been spiritus movens of the region and the main bridge between the Austro-Hungarian Empire and South-Eastern Europe. In 1989, the sparks of the Romanian Revolution against Ceausescu's regime were ignited on the streets of Timisoara. The civic vigour of its inhabitants was honoured with the phrase “the spirit of Timisoara”.

Mutual recognition and respect are the core of the city´s intercultural, multi-confessional and entrepreneurial community. Over 30 different cultures have lived here side by side for centuries. Today, Timisoara is a city with more than 40 000 students in five universities, a vibrant creative sector, and an array of well-established cultural institutions.

It benefits from economic development, especially in the IT&C and automotive industries.

However, Timisoara experiences the same growing pains of any middle-sized, economically stable Central European city: complacency, rejection of the new, gripping without action.

Under the concept metaphorically called Shine your light! Light up your city!, the ambition of Timisoara European Capital of Culture is to create conditions for the courage needed to generate a new sense of community.

The spirit of Timisoara will be reignited – this time through culture.
